The files that are in the Public Prosecutor's Office are immediately sent in the Cells' Courts where the prisoners are supposed to have perpetrated their crimes in order to gather the proofs and classify the prisoners in categories;

Nevertheless, the Public Prosecutors' Offices continue to receive the complaints and even to investigate. But, instead of sending the files to the usual courts, they send them to the Cells' Gacaca Courts where the prisoners have perpetrated their crimes.

The supervision and control work of the Gacaca Courts' activities at the national level is the responsibility of the Department of the Gacaca courts created in the Supreme Court.
